How packages are built

Need comes from the asset risk register - the same composite of performance criticality and condition used on the Asset Risk page. The optimiser walks the risk-ranked assets in order; the highest remaining asset becomes the package seed, and every other qualifying asset within the grouping radius is pulled in, taking Elevated assets first, then High, then Moderate. Any asset absorbed into a package is dropped from the remaining seed list, so each asset appears exactly once. Costs are indicative synthetic estimates: every condition concern is priced at a component unit rate scaled by its severity, site establishment and traffic management are charged once per package plus a smaller increment per additional asset, and design, commissioning and contingency uplifts are then applied.
